Jane is a Case Manager with Perine & Dicken, providing our clients a wide range of services to meet their special needs, including visiting them in their home or care facility, coordinating and attending medical appointments, and seeing that the key items that ensure the clients day-to-day requirements are provided.

Retired from the City of Visalia Parks & Recreation Department, Jane brings to Perine & Dicken over 28 years experience in public administration. She has worked in a variety of programs, including directing the City's Retired Seniors Volunteer Program and Young Volunteers in Action Program, helping others explore career paths, administering USDA lunch programs, and helping young people discover their true potential. Along with being bilingual, Jane has the ability to discover and meet the needs of people of all ages and backgrounds.

She has over 40 years experience in the health/mental health field and over 20 years of experience involving all aspects of conservatorships (Probate Estate & Person and LPS), guardianships and trusts, including personal/family trusts, Settlement and Special Needs Trusts, Power of Attorney, and Attorney-In-Fact. Her experience includes Director of Provider/Health Services, Division Manager for Alcohol, Drug & Prevention Services, Deputy Director for Managed Care and Deputy Director for Health and Mental Health Services for the Tulare County Health and Human Services Agency. Ms. Dicken has served as a private consultant with conflict attorneys completing in-home evaluations for children involved in Dependency Hearings. Ms. Dicken is a graduate of Sisters of Charity Hospital School of Nursing and Canisius College in Buffalo, New York, St. Ambrose University in Davenport, Iowa and holds a Master of Arts in Marriage, Family & Child Counseling from University of San Francisco. She is a Vietnam Veteran serving in the United States Navy Nurse Corps.

Prior to joining Perine & Dicken, Ms. Vorst was an educator for 10 years. She earned her California State Teachers Credential and a Master of Arts degree in Education with an emphasis in Mathematics from California State University, Fresno. Ms. Vorst earned her Bachelor of Arts in Liberal Studies, with a Spanish minor, at St. Mary's College of Moraga, California.

Garth Vorst

Garth Vorst

Garth is a California Licensed Professional Fiduciary (License #1110) and has been with Perine & Dicken since 2014. Garth has experience in all aspects of Conservatorships of Person and Estate as well as trust management, specializing in Special Needs Trust administration. Garth has an Associate of Arts Degree from College of the Sequoias and has completed the Fiduciary Management program from California State University, Fullerton. Prior to joining the Perine & Dicken team, Garth owned and operated a successful electrical contacting business for over fifteen years and has completed projects all over California.

When Garth is not working he enjoys spending time with his wife Mary and their four children. He is an accomplished carpenter and enjoys backpacking in the Sierra's, fishing, and camping. He has completed his second climb to Mt. Whitney with wife and daughter.
